Call for Proposal – Implementation of the Modified Conditional Cash Transfer Program for Homeless Street Families and Indigenous People for FY 2014

The Department of Social Welfare and Development through the Pantawid Pamilyang Pilipino Program is currently opening its invitation to all interested Civil Society Organizations (CSOs) to submit project proposals for the implementation of the Modified Conditional Cash Transfer (MCCT) Program for Homeless Street Families (HSF) and Indigenous People (IP). The deadline for submission is on 30th of June, 2014, at the concerned DSWD Field Offices.

The National Government through the DSWD is implementing the Pantawid Pamilyang Pilipino Program, commonly known as the Conditional Cash Transfer program. Pantawid Pamilya is a human development program that invests in the health and education of poor households particularly of children aged 0-18 years old. In strengthening the coverage of the program and make it more inclusive, Pantawid Pamilya started to target the homeless and street dwellers families through the MCCT with the aim of providing them safety and protection along with other development opportunities. MCCT is designed to reach out to the HSF and IP who are definitely poor, more vulnerable and disadvantaged but were left out in the implementation of the Pantawid because of their being excluded in the enumeration of the National Housing Targeting System for having no family homes and in their being geographically isolated and inaccessible. The MCCT works to enable the HSF and IP to overcome the barriers of enjoying the government’s social protection assistance.

The invitation is open to all CSOs, with solid experience in implementing case management and support programs catering the homeless street families and in implementing community development activities with IP groups. Related documents (application form, terms of reference, eligibility requirement documents, and other templates) essential for the preparation and submission of project proposals are available at the Pantawid Pamilya National and Regional Program Management Offices and at www.pantawid.dswd.gov.ph.

Interested CSOs are encouraged to coordinate and submit their proposal to the nearest DSWD Field Office in their respective areas.
