DAP allotment for DSWD, used for socio-dev’t projects in ARMM
The Department of Social Welfare and Development (DSWD) reiterated its previous clarification that it has used the P1.97 billion additional allotment from the Disbursement Acceleration Program (DAP) it received in 2011 to provide resource augmentation to the local government of the Autonomous Region of Muslim Mindanao (ARMM) to implement social service projects in the area.
These include the Construction of Day Care Centers, Modified Shelter Assistance Project, Emergency Shelter Assistance (ESA), Supplementary Feeding Program, Sustainable Livelihood Program (SLP), and Cash-for-Work (CFW) Program, which are special projects being implemented by DSWD-ARMM over the existing regular programs of the Department through strong partnership with the respective provincial and local government units and other implementing partners.
Implementation updates
To date, of the 1,100 day care centers targeted to be constructed, 987 centers are completed, 60 centers are still on-going construction, and 53 are yet to be constructed.
On shelter construction, of the 1,000 target units, 924 shelters are already built while 76 units are on-going construction.
The DSWD reported that peace and order situation in the project areas hampers the completion of the remaining day care centers and core shelter units.
For the Supplementary Feeding Program, the 200,000 target day care children have completed the 120 feeding days program.
On the provision of ESA, 1,476 flood affected families in the Province of Maguindanao already availed of the assistance at P10,000 each. They are from the municipalities of Datu Piang, Mangudadatu, Kabuntalan, Raja Buayan, Paglat, Datu Odin Sinsuat, Datu Montawal, and Sultan sa Barongis.
Likewise, of the 62,335 Sets 1 and 2 beneficiaries of Pantawid Pamilyang Pilipino Program in the region who are targeted to avail of P10,000 each under the SLP, a total of 31,400 beneficiaries already received their livelihood assistance.
The CFW on the other hand has benefited 20,454 individuals out of the 21,000 target beneficiaries. They received P174 per day for 10 days in exchange for rendering community work that includes disaster mitigation, rehabilitation, and hunger mitigation projects.
Scholarship
Aside from the efforts in ARMM, the government has also allocated P500 million from DAP funds for scholarship of poor students.
DSWD in partnership with the Commission on Higher Education (CHED) has implemented the Students Grants-in-Aid Program for Poverty Alleviation (SGP-PA) for poor households by providing them the opportunity to be employed in higher value-added occupations and alleviate family poverty by giving them access to a college education. This scholarship program provided additional grants to qualified Pantawid Pamilya beneficiaries up to the tertiary level.
A maximum of P60,000 grant per school year was provided to some 4,000 Pantawid Pamilya student-beneficiaries nationwide. The scholarship grant covered tuition fees, school fees, textbooks, board and lodging, health, and other education expenses and support services to complete the degree program.
Internship
Likewise, another P1.3 billion from DAP was allocated for the Expanded Government Internship Program, a partnership between the DSWD and Technical Education Skills Development Authority (TESDA).
The program aimed to fill up the skills gaps and job requirements of priority industries and sectors with high employability rate, improve the reach of quality technical, vocational, and educational training to the grassroots. It also encourages technical-vocational institutions to offer programs in higher qualifications catering to in-demand industry requirements.
Each scholar-beneficiary received a total of P20,000 which include payment of tuition fee, starter tool kit, and transportation allowance.
Within DSWD mandate
DSWD Secretary Corazon Juliano-Soliman emphasized that the DAP additional allotment was used for line item projects such as the provision of technical assistance and resource augmentation to ARMM, and that these are within the mandate of the DSWD.
