DILG’s Ugnayan ng Barangay at Simbahan to partner with the DSWD for monitoring of projects

The Department of the Interior and Local Government’s (DILG’s) Ugnayan ng Barangay at Simbahan (UBAS) is set to partner with the Department of Social Welfare and Development (DSWD) to monitor the implementation of joint social welfare projects.

UBAS is a strategic partnership of barangays, the church and other faith-based organizations, and the DILG for good governance and for common good.

Presently, it participates in and monitors the proper implementation of the projects under the Bottom-up Budgeting (BuB) and creates an enabling environment for a meaningful people’s participation in the implementation of DILG projects, especially those involved in scaling up the practice of good governance at the local level.

“Being barangay-based that promotes people's participation, UBAS is doing a key role in guarding projects for the people and from the people,” said DILG Secretary Mel Senen S. Sarmiento.

Sarmiento said he is glad that other government agencies are recognizing the potential of UBAS.

“UBAS is already all over the country. We’ve covered all regions, 74 provinces out of 81, and 32 highly urbanized cities out of 33,” said Atty.Mariness L. Ledesma, Executive Director of UBAS.

Ledesma shared, “We already have two projects with the DSWD: the Oplan Balik-Bahay, Sagip Buhay (OBBSB) project and the Emergency Shelter Assistance (ESA) for Yolanda victims.”

For the OBBSB project, Ledesma said UBAS pinpoints the street dwellers or the street families and then identifies rental spaces for those street dwellers.

On the other hand, DSWD engaged the UBAS of Iloilo province to check on the veracity of complaints against some local government officials on Yolanda cash grants.
