MESSAGE AND PRESS CONFERENCE OF PRESIDENT RODRIGO ROA DUTERTE DURING THE WELCOMING OF REPATRIATED OVERSEAS FILIPINO WORKERS FROM AL KHOBAR, KINGDOM OF SAUDI ARABIA [Arrival Immigration Area, NAIA Terminal 2, Pasay City | 31 August 2016]
Magandang umaga po. 

You know, ‘nong umpisa pa lang ito, pag– ‘Nong nag-assume ako ng office, gusto ko ng pumunta doon kasi nababasa ko na ‘yung — lumalala nang lumalala ‘yung problema as each day passes by. Last two weeks ago, sabi ko sa kanila, I will leave for Riyadh within 72 hours. Hanapan ninyo ako ng eroplano kasi… pera. 
Actually, you have to inform the Embassy of Saudi Arabia. But for the nuances, hindi naman niya sinabi “huwag.” Ang totoo, sabi nila na okay man. Hindi ka naman kailangan pumunta dito kasi lalabas na wala naman silang ginagawa, kailangan pumunta pa ako. Parang hindi maganda tingnan.

So inassess namin ‘yung sitwasyon. Hindi naman sila nag-ayaw. Pero sabi nila… postpone your trip for a better time. Eh sabi nga nila, tinutulungan ko naman lahat. 

So I send several officials of, workers in the government. I… pinadala ko si Bebot. Sabi ko: Bot, mauna ka na. Then, Yasay was also there and in addition, I commissioned Mamondiong — isang Maranao, pati isang brad ko na Maranao rin. Si Mamao. So sabi ko, tulungan ninyo doon lahat ‘yung mga kababayan.

But we are ready… or anytime, pag kailangan, sabi ko, nag-okay ang PAL pati Cebu Pacific that they will send immediately, upon notice, eroplano. 

Sabi ko, walang problema. Now, kung meron pang gustong umuwi dito, lilipad uli ‘yung eroplano na ‘yan. Kaya lang gusto kong magpakita sana doon, magpa-papel. Sinabi nila, huwag kasi hindi naman sa talagang desperate ang situation at may mapapahiya. So sabi nila huwag na muna. Gusto kong pumunta talaga doon, noon pa.

Mabuti’t na lang, dumating naman kayo. Ayos naman ang kalagayan ninyo, except for one or two who died. Well, I’m sorry for that. Ginawa man namin ang lahat ang magagawa namin. But we have the money, we have the contingency and we have the means of resources to do it.

Maski pabalik ng araw-araw. Walang problema ‘yan. So, kung ano lang ayusin doon, kailangan dapat maayos. ‘Yung exit visa, na-waive naman ‘yung penalties. So wala ng problema.

Ngayon, it’s just a matter of time and motion. Kailan tayo aalis,tapos gaano katagal pabalik dito, na paikot-ikot para madala kayong lahat dito. We are not so bad actually, okay naman ang ekonomiya natin. Maghihintay-hintay lang kayo ng—Bigyan mo lang ako konting panahon. Aayusin ko lang and ekonomiya, at ang may opportunity for you to work here.

We are not really exceeding the expectations, but we are on target sa ating growth. We have hit a phenomenal of 7, but it’s not something to crow about, we have to do more. And, kung paano natin pabilisin para marami ‘yung pumasok negosyo, just like in Saudi Arabia. Maraming mga negosyo doon, investments. Kaya lang tinamaan tayo ng bagsak ng oil.

Alam mo kasi pag ka ‘yung negosyo mo dependent sa oil, ‘yan ang problema eh. So, ang volatile diyan itong langis. Otherwise, it could be very hard to get and at times there’s a glut. And even if there’s trouble, sumusobra naman ‘yung gasolina. So it has affected, pag ka hindi na kumikita ‘yung negosyo, ‘yun ang mangyayari.

So ngayon na, take time to reassess yourself. Maybe you can—We are starting to… Saan si ano? Itong small, medium and small enterprises. Nag-uumpisa na ako. Binuhusan ko ng pera ‘yan. Makahiram ka but you have to go the Department of Trade, mahusay tao diyan. ‘Yung nagdala nga ng Go, Go Negosyo noon. Makahiram ka ng pera, makapag-start ka ng negosyo mo. But I really do not know the wherewithals of how to get it, how many persons should be granted. Pero meron ‘yan. Take advantage of it. It’s for everybody, ‘yung small scale.
‘Yun namang assistance ninyo, we will try to do. Meron man kayong matanggap but in addition to that, aalis ako ng Zamboanga kasi—Sinong Moro dito? Sige naman away doon. Saan ka? Tausug? Sana ‘wag na lang… Pupunta ako doon, 15 – is that the word? – 15 ‘yung patay na sundalo. So magbisita ako doon. Sayang ang pera. Gastos mo ng bala, bigay mo na lang sana sa tao.

I’m talking now to the MI, MN. Eh kung ma-plansta ko ito, mag-federal tayo, minus ‘yung Constitutional na ayaw ng mga senador pati congressman, ipasok na natin. ‘Yung teritoryo, bigay na natin sa… Sang-ayon ako doon, wala kong problema.

Si Nur, nagusap kami kagabi. Gusto niya sa Kuala Lumpur, ‘yung OIC. Sabi niya: Dalawang magpirmahan na tayo, tapos ang away. Interesado ako kasi ‘yung bakbakan diyan sa Jolo, hanggang ngayon. Sayang ‘yung pera, sayang ‘yung bala. Ipatay mo rin sa kapwa mo Pilipino. Kung mga komunista pumayag na, baka dito sa panahon ko, kung maawa si Allah, eh ‘di meron tayong magandang swerte sa buhay.

It’s really a question of crafting the state. Marami kasing bukol, away, tapos ekonomiya. Meron namang Abu Sayyaf na ayaw maniwala. Maraming bukol eh. Pag nahihilot mo ‘to, pag naayos mo ‘to, at gaganda, eh gaganda ang buhay natin.

Just the matter on drugs, eh pati ako hinahabol na ako ng United Nations. Kaya maggawa natin ng sarili natin. Eh pinapapakialaman tayo dito eh. Sabi ko lilinisin ko ‘to. Because, you know, if I do not interdict or cannot stop the drug problem now, kung hindi ko makayanan ‘to – hindi ako nagyayabang – kung ‘yan lang sa makita mo mga politiko, walang makagawa niyan. Walang may kaya niyan.

Kaya ito, naumpisahan ko na lang rin. Tatapusin ko na lang. Hindi na bale kung nakulong ako, ‘di bisitahan ninyo ako doon sa Munti. Magdala kayo ng droga, ako naman maglulong doon. [laughter]

Kaya lang, isipin mo lang ating bayan, parang bula, maraming bukol. Ayus-ayusin natin itong bukol. Number 1 na bukol, ekonomiya. It’s really economy, even sa drugs. Ang poverty level ang medyo tinatamaan, but wala akong magawa. ‘Di ka pwede magsabi: Ay, huwag ‘yan siya. Kasi wag natin hiritan, kasi ito, mahirap lang kasi, kaya dapat iba ‘yung –

Walang ganon sa batas. Lahat ‘yan lumalaban pag nakatirik na. Hindi… ‘yan ang hindi alam ng lahat. Pag nasa droga ‘yan, kayo kung nakasubok kayo, alam ninyo. Lahat talaga—Dalawa ‘nong isang araw, nagpunta ako dalawang pulis. Araw-araw may dalawa ako, either military or police o police military na tinataman sa droga, everyday.

So ito ngayon, na-wallop tayo ng 15, but 24, is about, 23, 24 kanila. We do not enjoy killing people. I do not enjoy this war. I hate to sign documents that would procure things that would just kill or maim your citizen.
Hindi ito ang laro na gusto ko. Maghanap ako… gusto ko maghanap ng ibang kalaban. Huwag ‘yung Pilipino. So, kaya kung every time we make decisions, nasasaktan ako. I mean, you know– Kasi ang lola ko Maranao. Ang lolo ko sa kanyang, Chinese. Nasasa—Tatay ko Cebuano. Masakit sa akin na makita mo na may papatayin ka na tao, hirap kayo, tapos nandito pa.

Kung maayos ko lang kasi ito, ang Mindanao holds the greatest promise – agriculture. Sobra-sobra talaga ang lupa. Kaya pinabigay ko na ‘yan sa – Sabi ko… mga NPA, mga komunista, walang problema. Mag-land reform tayo, karami kong lupa sa Pilipinas ibigay sa inyo. Just be sincere and if you really want peace, more than you, I need it for my country.

So hindi na ako magtatagal, te-take off ng Zamboanga, Davao. Then, I’ll have to prepare for the trip to Laos. Punta akong Laos kasi may ASEAN. Punta muna akong Brunei, Laos, tapos Indonesia pabalik. Meron rin tayong preso doon marami, drugs, pati si Veloso. Ewan ko kung anong—I’m praying that I could do something for her. But anyway, the guys beside me. Ito magkakilala kaming lahat. Eh ako talaga, ipagmalaki ko. Kasi ito, si Jun Yasay was my roommate ‘nong sa law school pa kami. Si Bebot naman kaharap namin kwarto, ang ka-kwarto niya ‘yung BIR ngayon, mahusay rin ‘yan, honest, bright.

Ang may diperensya lang dito si Bebot. Maraming [uyag?] [laughter]. Kasi ang tingin sa tao, ako lang. Mag-pranka ako, huwag kayo magalit. Totoo eh. Totoo talaga. Ayoko pabiro. Baka nagkaroon din kayo ng [uyag?] doon sa Saudi. Ito si Jun, nakadalawang asawa ‘to. [laughter] Huwag ka lang magalit Jun. Si Bebot nauna, dalawa rin asawa niya, pati ako. Akala kasi ng mga tao si Duterte lang ‘yung… Ang nauna si Yasay. [laughter] Tang ina. Totoo, tapos si Bebot. Eh alam ko, kasi ‘yung unang asawa niya, ako pa ‘yung ninong. Tapos nagka-pangalawang asawa, huwag kayong mag-ano na ako lang, si Duterte ‘yung ganon. ‘Di lang ninyo alam. Lalo na itong mga pulis. Putaragis. [laughter] Walang ginawa ito kung ‘di mag—

So I have to ask for the indulgence, I’m leaving but may konting pera ako para pang-pamasahe o ano. Magkano? 15 million each? [laughter] Hindi, may 5,000 ako for each of you. [applause] But anyway, talagang ganito na lang. Kung talagang medyo hirap ka. Even to survive to it. Let me know. Let me know. Kasi kung talagang sarado, then enroll ko na lang kayo sa 4Ps. In the meantime, you have a little. But ‘yung bigas mo, meron ka. Eh compulsory na lang kaya ilagay ko, until such time… just don’t be a liar. Sabihin lang ninyo ang totoo. Napakarami kong computer binili, bakit hanggang ngayon–? Pag sumobra ng tatlong araw… ngayon ganito ‘yan, kung may kailangan kayo, pumunta kayo sa opisina, tapos sabihin mo: Ma’am, pupunta ako, ganito, ganito ang sitwasyon, may nagkuha sa akin. Then we will check the recruitment. ‘Yan ang mga animal diyan eh. ‘Yang recruitment.  Diyan ako talaga galit. Kami na ang bahala. Pupunta ako sa ganon. Kunan ko ‘yung data.

Then, ikaw mismo bigyan ka ng listahan. Sinabi ko sa lahat ng departamento, lahat lahat sa gobyerno. Ibigay mo lahat ‘yung shopping list, ‘yung listahan na kailangan i-produce. “Ito, produce mo, birth certificate.” Ngayon, pag-produce, ‘yang birth certificate, nandiyan sa Statistics and Census. So they have an office there. Sabi ko kay Bebot: Just across or whatever, ‘yung tao, ‘yung walking distance nila. Kunin mo. So doon mo kunin ang clearances mo. Either in the same building or a building adjacent and near walking distance. [inaudible] Kasi maubos pero mo sa trapik, trapik.

Sinasabi ko sa’yo ayaw ko. Diyan mo na kunin rin sa labas. Pag nakumpleto mo na, sinabihan ko ito lahat-lahat na ngayon sinasabi ko at isumbong ninyo sa akin, kung hindi masunod. Lahat. Huwag ninyong dagdagan, huwag ninyong kunan ‘yung shopping list. Problema ninyo ‘yan kung hindi ninyo masabi sa tao. Kasi pagbalik niya, kung meron na ‘yan, ‘wag na kayong bumalik, bigyan kayo ng stub. ”O bumalik ka dito, September 2.” Makukuha mo ‘yung lahat ng kinailangan mo.

Ganon ang gusto ko. Walang pila. Walang magbalik-balik. Punta ng… Census, tapos punta ng Police. Kaya nga may computer eh. Kaagad na, umiilaw na ‘yan. So, it should not be a problem to you. ‘Yan ang gawin ko within the next six months. I promised the reform. Ang pinaka-matindi away ko dito, droga. Maraming patay. Ako naman, I’m not trying to insinuate something. Pero kung may makilala kayo, anak—Magalit lang kayo sa akin, mag-away lang, sasama lang loob niyo sa akin.

Avoid drugs at all cost. Kasi sabihin ng mga… pi-pickupin (pickup) ng media. Avoid drugs at all cost because it could cost your life too. Ganon ‘yan. Kasi ang tinamaan sa atin. Three million plus, mga 700, 800, nearing to four. That is a crisis for the country. Wala tayong pera, wala tayong—Kasi pumasok ako nandiyan na ‘yung budget for this year. It was really passed the other year.

I’m operating on a budget na hindi akin. Hindi ko naman alam na… ‘Nong sabi ko inipit ko na lahat. Naglabasan na. Umabot pala tayo ng—Kita mo, even the 700,000 na nag-surrender. Hundreds of thousand Pilipino tapos ‘tong mga kriminal na lumaban, namatay, 1,600. Gawain mo ng 10,000. Linisin ko talaga ‘to. Kasi pag hindi ko kaya, walang makakaya niyan. Maniwala kayo. Pwera si Bebot. Sabagay lady killer ‘to. Hindi naman to pumapatay ng tao.

So, welcome to your country at tulungan ninyo ako. Wala akong balak na maging diktador. Abogado ako. Ang nanay ko Yellow Friday leader sa Davao. Sasabihin… mag-Marcos. Far from it. I am just doing my duty. Or else, I will compromise, mako-kompromiso ang next generation natin. Alam niyo kung sino ‘yan? Mga anak ninyo. Pati mga apo ninyo. Then we will have a failed country. Sabi ng hindi mangyari, kanila ‘yun. Hayaan mo sila, may theory tayo eh. “Hindi mangyari.” Okay. Eh kung may mangyari? Eh kung mangyari? Anong gawin natin sa Pilipinas?

Hindi na bale ako ang magkamali. Basta sigurado ko ang Pilipino. Kesa mag-kumpyansa ka ng ganitong milyon… Ano lang ‘yan. Hulihin mo tapos bigyan mo lang ng, bigyan ko doktor, nars, building. So, bakit itong mga torpe, bakit hindi gumawa ng – Saan magkuha ng pera? May pera, pero hindi appropriated. Itong budget this year, sinalo ko lang ito kay ano. There is no such thing as a budget for three hundred seven thousand drug addicts.

I’m trying to catch up with time. Hindi ganon kasi ka-ano ang… ang ano ng tao. There are people who do not understand, who don’t even know, then push it. An opinion there, as if they are the ex cathedra truth of the whole situation.

So welcome, alam ko gusto ninyong umuwi. May pupuntang ano, may mga taga-Davao? Isa lang? Ah, Cagayan.
Sana makakuha kayo but try to, try to… I will hurry up the, try to get something, maski umpisahan lang ninyo ngayon para makumpleto ninyo ‘yung papel at maybe next year you can start a new business. In the meantime, if it spells hunger for your family, do not hesitate to call me. 8888, o pumunta ka sa Malacañang. Katukin mo ‘yung… ito ‘yung mga guwardiya. Basta naka-puti. QUESTIONS AND ANSWERS:

PRESIDENT DUTERTE: Before I forget, rather, magtatayo ako ng bangko [for] overseas bank lang para sa inyo workers. [applause] Kami ang magbigay ng kapital pero… para diretso na, pati inyo ang bangko para madali.
Yes, you are from?

Q:  ABS-CBN po. Si Doris Bigornia po.

PRESIDENT DUTERTE: Akala ko sa Lebanon. [laughter] Magaganda sa Lebanon eh. Doris Bigornia. Yes, ma’am?
Q: Sir, tatanungin ko lang po sa nangyayari po ngayon sa Jolo, nalagasan po kayo ng 15. Meron po ba kayong point na naiisip niyo na na mag-declare ng State of Emergency doon?

PRESIDENT DUTERTE: No. It’s just a punitive police action by the security forces of the government. The magnitude of the trouble there does not warrant anything except the industry of the AFP and PNP.
Pagod lang ‘yan and we do not– at some point in time, I have to ask everybody there including Nur Misuari. We talked last night sa, nandoon ako sa opisina and I suggested to Nur Misuari about his problem that there is a pending warrant for his arrest and I told him: “Nur, I have no intention of detaining you or placing you in the custody of the government. You can simply walk out there, ask any soldier and police to escort you. Kung saan ako, mag-usap tayo.”

But he wants Kuala Lumpur, in front of the OIC and some of the well, mga tao niya sa Bangsa Tausug — Bangsamoro ‘yung isa, Bangsa Tausug ‘to sila eh. ‘Yung mga Tausug doon, sabi ko na: “Dalian mo Nur kasi we’re wasting lives here.” At tsaka sabi ko, kung matuloy ‘yung federal, then each region can have its own economic policy.

For as long as it is not illegal, sabi ko, ibalik nalang natin yung barter trade. ‘Nong panahon na ‘yun walang rebelde and everybody was busy making a living. So sabi ko, ibalik nalang natin lahat ng anong gusto ninyo, anyway it’s federal. It’s up to you to earn or not earn for your region but ‘nong ganon, historically, ‘yung barter trade was there before any government was set up here in Mindanao and therefore, logic would say that kung ibalik mo ‘yang historical livelihood nila, barter trade, it might help promote peace in the island of Mindanao.
Q: Sir, good morning po. Joseph Morong sir sa GMA 7. Just a follow up on Chairman Nur. Sir, amenable po ba kayo na makipagkita kay Chairman Nur sa Kuala Lumpur as he proposed?

PRESIDENT DUTERTE: Chairman Nur Misuari?
Q: Opo.

PRESIDENT DUTERTE: Yes. Kasi I can go to him, I can go to Jolo if he wants. Or if he wants somebody there, they can bring him back to Davao City or in Manila. He can be my guest in Malacañang, in the People’s Palace, and we can talk there for a while.

Dalawa man ‘yung kwarto sa Bahay na — anong tawag na ngayon? — Pagbabago. Wala man ‘yan pintura, walang nagbago diyan, natulog lang. There are two rooms there, he can have– the other room is available.

Wala akong problema at this time, I cannot be too stringent in the matters that would affect whether or not we succeed. Kasi the most important thing really is that there is a dialogue going on kasi it has saved us a lot of money now that the threat quiet in Mindanao.
So habulin natin ‘yan para ‘yung pera pang-away, ibili nalang natin ng, ibigay natin sa mga tao para hanapbuhay.

Q: Sir, clarification lang. Because sir there is a prevailing warrant of arrest, nasa kapangyarihan po ba natin to ask it to be lifted?

PRESIDENT DUTERTE: Ako?

Q: Opo, or are you asking it to be lifted?

PRESIDENT DUTERTE: Ako man ang hepe ng pulis pati militar, eh sabihin ko lang, ‘huwag ninyong galawin.’

Q: Sir, technically we’re lifting the warrant of arrest?

PRESIDENT DUTERTE: Well, if there is a warrant for his arrest, all I have to do is to do not implement it against him because if you arrest Misuari, you place him under the custody of the police diyan sa Crame and he dies for whatever reason, kompromiso na tayo. Then there’s gonna be conflagration of… mahirapan na tayo mag– He’s the only known leader who has the influence and the structure. Nobody else stands there. While dito sa kabila, there’s Murad and there’s Jaafar and the Central Committee of the Bangsamoro, MNLF.

Q: Sir thank you very much po. Thank you sir.

Q: Good morning, sir. Leila Salaverria po from Philippine Daily Inquirer. Sir, according to the White House, President Obama expects to meet with you in Laos. What topics do you wish to discuss with him and are you–?

PRESIDENT DUTERTE: I don’t know. He could wish any topic at all. I am ready to talk to him.

Q: Sir, just to clarify, are you willing to meet with him in Laos?

PRESIDENT DUTERTE: To talk to him?

Q: Opo.

PRESIDENT DUTERTE: Of course.

Q: Sir, the US wants to bring up the human rights issues with you. Are you willing to discuss that and what do you intend–?

PRESIDENT DUTERTE: Depends to what degree because they must understand the problem first before we talk about human rights. I would insist: Listen to me. This is what the problem is. Then we can talk about human rights. No problem.

Q: And are there any other topics you might wish to bring up with the US President?

PRESIDENT DUTERTE: Wala. At this time, I’m talking with China and China wants to talk to me bilateral. If it’s good and if it’s to the advice of my team, the military, the police, and these guys sa likod ko and they would say “larga tayo.” It’s always a Cabinet decision. It’s a Cabinet decision.

Pero ‘yung nandito sa Maynila, you can enroll your children sa state universities, ako na magbayad. Diretso na ang billing sa Office of the President. [applause]. Marami tayong bangkong pagnakawan. Okay? Okay.

Para wala kayong… Pati ‘yung sa elementary, sali na ninyo roon sa ano—Para walang… o ibig sabihin, even if you are here now jobless, the education of your children will continue. I will pay. Walang problema. [applause]
