PDG DELA ROSA REITERATES 3-STRIKE POLICY ON INTERNAL DISCIPLINE

Philippine National Police Chief, Police Director General Ronald “Bato” M Dela Rosa, reminded anew all police commanders of the ‘3-strike policy” to strictly enforce the PNP internal disciplinary mechanisms.
Under the PNP Memorandum Circular No. 2017-13 or the PNP Internal Cleansing Strategy dated February 21, 2017, the administrative relief of the Unit Commander and their reassignment to appropriate Personnel Holding and Accounting Unit (PHAU) will be undertaken if three (3) personnel of a particular unit were found positive in drug test, caught by other units for involvement in heinous and high profile crimes, or failure to take immediate action on reports of involvement in illegal activities of their personnel that are brought to their attention.

“This is to emphasize the concept of command responsibility, kasi kung walang command responsibility kanya-kanya yan, mahihirapan ang organisasyon.” PDG Dela Rosa said during a press conference earlier today in Camp Crame, Quezon City.

PDG Dela Rosa also said that all police commanders should be vigilant and put extra effort on the significant responsibility of police officials in enforcing existing disciplinary mechanisms.

“The commander must be informed, know everything and on top of the situation… Kung ikaw ay Station Commander, you should know what each and every policeman under your command is doing.” The Chief PNP emphasized.

Unit Commanders of Police Community Precincts (PCPs) and other equivalent units will be relieved when any if their personnel is caught by other units for involvement in extortion, “hulidap” and other similar activities.

Earlier, the PNP leadership has activated its Counter Intelligence Task Force (CITF) to detect and conduct case build-up on the involvement of PNP personnel in illegal activities, initiate case operations, and refer cases to concerned PNP units for further investigation and proper filing of charges.
