DILGs ADM and MASA MASID, Phl entry to Open Government Partnership


Not one but two programs of the Department of the Interior and Local Government(DILG)are in the top choices for the country’s entry to the international Open Government Partnership (OGP).

These are the Assistance to Disadvantaged Municipalities(ADM)followed by Mamamayang Ayaw Sa Anomalya, Mamamayang Ayaw sa Iligal na Droga(MASA MASID).

According to the DILG, the nomination of their two new programs to the OGP bolsters their workforce to ensure proper implementation of both programs for the benefit of the Filipinos.

OGP is a global effort that aims to secure concrete commitments from governments to promote transparency,empower citizens,fight corruption,and harness new technologies to strengthen governance.

The Philippines is one of the eight founding countries of the OGP in 2011,including United Kingdom and United States.

Since its founding, 75 participating countries and 15 subnational governments have made over 2,500 commitments to make their governments more open and accountable.

“Through ADM, the Philippines commits to strengthen civil society participation in local planning and development to further improve local governments’ delivery of basic services,”says DILG Undersecretary for Local Government Austere Panadero.

He said that ADM aims to contribute to the full attainment of empowered,responsible,and responsive local government units(LGUs).

Under ADM,the national government transfers funds to municipalities after complying with good governance standards particularly the DILG Seal of Good Financial Housekeeping and the assessment of their Public Financial Management Systems and adoption of corresponding improvement measures.

The fund is used for needed projects identified by 1,373 municipal governments and local civil society organizations. This include water system,evacuation facility,local access roads,small water impounding,sanitation,and health facilities.

Panadero shares that ADM is following a five-year governance road map that generally aims to contribute to the attainment of a fully decentralized basic service delivery in all municipalities. This year, it aims to make Local Development Councils(LDCs)fully functional.

On the other hand,DILG Assistant Secretary for Barangay Affairs and Community Development Roosque Calacat says that through MASA MASID,the country commits to adopt a multi-sectoral and mass-based approach to engage volunteers in the fight against illegal drugs,criminality, and corruption.

“MASA MASID is implementing two strategies:advocacy and education campaign;and information gathering,reporting,and monitoring,”he says.

He points out that 18,932 MASA MASID Teams in 802 cities and municipalities have already been trained.

According to the Department of Budget and Management(DBM),ADM is first choice while MASA MASID ranked third among 14 government programs under the Philippine OGP Plan 2017-2019.

DBM says that the voting was facilitated by the Philippine OGP Steering Committee,comprised of government and civil society representatives.

National and local government,civil society,business groups,academe,public sector unions, international development partners,and media voted during the committee’s regional consultations done in the third quarter of 2016.

The Philippine OGP Plan 2017-2019 is part of the requirements to be a member of OGP. Participating countries are required to endorse a high-level Open Government Declaration, deliver a country action plan developed with public consultation,and commit to independent reporting on their progress going forward.###
