Roxas widens net against criminals, cascades Lambat-Sibat in Region 3


In line with a deliberate, programmatic, and sustained approach in fighting crime, Secretary of the Interior and Local Government Mar Roxas will meet officials of the Police Regional Office 3 (PRO 3) and local government officials in Camp Olivas, San Fernando, Pampanga, this afternoon to ensure that Oplan Lambat-Sibat is being implemented in the region.

Roxas conceptualized and spearheaded Oplan Lambat-Sibat to curb criminality in the National Capital Region in such a way that is deliberate: hindi bara-bara, hindi patsamba-tsamba; programmatic: hindi kanya-kanya, hindi patse-patse; and sustained: hindi ningas-cogon, hindi photo opp lang.

It also employs a strategy that bases police interventions on data, which comes from accurate reporting of the crime situation from the police community precincts (PCPs) to the stations, to the districts, and finally to the National Capital Region Police Office (NCRPO).

Roxas has likened the approach to that of a doctor, who can only prescribe proper medication based on a correct diagnosis.

"Kung hindi gumaling ang pasyente, dalawa lang ang ibig sabihin niyan: either hindi niya ininom ang gamot niya or mali ang gamot na ibinigay ng doctor,” he said.

Since the implementation of Oplan Lambat-Sibat in June 2014, the number of criminal incidents has gone down by more than 60 percent.

The program’s success in NCR prompted Roxas to cascade Oplan Lambat-Sibat in nearby regions, starting in Regions III and IV-A.

By cascading Oplan Lambat-Sibat in the regions, Roxas hopes to replicate NCRPO’s feat in the provinces.
