Roxas lauds Presidential Awardees for Child-Friendly Municipalities and Cities April 19, 2013
Manila, Philippines “It takes a village to raise a child.”
Stressing the vital role of LGUs in child development, Interior and Local Government Secretary Mar Roxas handed the awards to the five winners of this year’s “Presidential Award for Child-Friendly Municipalities and Cities” for creating “child-friendly environments” in their localities that protect, promote, and preserve the well-being of children.
“It is always the community that raises the young,” Roxas said in his speech at the awards rites held Wednesday at the University of the Philippines - Diliman's Bahay ng Alumni. “Pinarangalan natin ngayon ang mga nagpakita ng kakayahan at mga best practices kung saan inaruga at prinotektahan natin ang mga kabataan. Kailangang ipamahagi natin ang mga ito sa iba pang mga LGUs upang ma-insitutionalize at mapamarisan.”
Roxas, Social Welfare and Development Secretary Corazon “Dinky” Soliman, who chairs the Council for the Welfare of Children, and Education Secretary Armin Luistro presented the presidential trophies and cash prizes to the national winners. The presidential award recognizes the excellent performance of municipalities and cities that serve as models in upholding and promoting children’s rights at the community level.
Tubigon, Bohol in Region 7 topped the contest for 1st-3rd class municipality; and Villaverde, Nueva Vizcaya in Region 2 bested finalists in the 4th–6th class municipality category.
Tagaytay City, Cavite, in Region IV-A won in the component city category; Davao City in Region 9 was tops in the highly-urbanized city category; and Santiago City, Isabela in Region 2 won in the independent component city category.
In his speech, Roxas stressed that “good governance is good politics” which is reflected in the excellent programs being implemented by the LGUs. “Sinasabuhay ng programang ito na ang kabataan ay ang ating kinabukasan. Hindi lang ito nauuwi sa slogan o kaya sa salita,” he said.
“Sa pamamagitan ng mga programang ito ay nabibigyang-daan ang tamang paglaki ng ating kabataan. Tumutulong ang mga LGUs sa pamamagatin ng school feeding programs, pagtitimbang sa mga bata, pagbabakuna sa mga sanggol, at iba pa,” he said.
Also at the awarding rites, the DILG launched the "Seal of Child-Friendly Local Governance" for provinces, cities, and municipalities, a move that would further ensure the realization of children rights and welfare.
