BY THE PRESIDENT OF THE PHILIPPINES
ADMINISTRATIVE ORDER NO. 49
CREATION   OF   A   PRESIDENTIAL TRANSITION   COMMITTEE AND   OTHER AGENCY TRANSITION COMMITTEES

WHEREAS, in order to have a smooth transition, the outgoing Administration must ensure that the new Administration is assisted by an orderly government that is ready to continue to serve the Filipino people; and

WHEREAS, there is a need for transition committees to work closely with the representatives of the President-elect in order to ensure a peaceful, orderly and effective transition on 30 June 2016.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of powers vested in me by law, do hereby order:

Section 1. Creation of a Presidential Transition Committee (PTC). There is hereby created a PTC which shall be composed of the following:

Chairperson: Executive Secretary
Members: Director-General of the National Economic and Development Authority

Secretary of Budget and Management

Secretary of Finance

Secretary of Foreign Affairs

Secretary of Public Works and Highways

Secretary of the Presidential Communications Operations Office
The Presidential Management Staff shall provide secretariat support to the PTC.

Section 2. Function of the PTC. The PTC shall serve as the overall and central coordination committee of all executive departments, agencies, bureaus, government-owned or -controlled corporations (GOCCs), and other instrumentalities (Government Agencies) as regards the various aspects of the transition to the new Administration. It shall oversee the preparation and implementation of the Government Agencies’ transition to the new Administration, in order to ensure the continuity and maintain the efficiency of government services.

Section   3.   Creation   of Agency Transition   Committees   (ATCs). All Government Agencies shall establish their respective ATCs, which shall be chaired by the Secretary or Head of Agency, vice-chaired by a Senior Undersecretary or Deputy Head of Agency, and shall have senior career officials as members.

Section 4. Effectivity. This Order shall take effect immediately.

DONE, in the City of Manila, this 12th day of May, in the year of our Lord Two Thousand and Sixteen.
