Andanar points out organized farmers as gov’t partner to influence rebels to surrender

MALAYBALAY CITY, Bukidnon – Presidential Communications Operations Office (PCOO) Secretary Martin Andanar on Thursday stressed the role of organized farmers in influencing members of communist terrorist groups to regain their confidence in the government.

During his engagement with rice farmer members of the Lalawan-Sawaga-Simaya Irrigators Association (LSSIA) here, Secretary Andanar reiterated President Rodrigo Roa Duterte’s call for a whole-of-nation approach outlined under the Executive Order No. 70 signed in December 2018.

The EO 70 institutionalizes the “Whole-of-Nation Approach” in attaining inclusive and sustainable peace through ensuring that government programs and services are brought closer to the communities, especially in poor, geographically-challenged, and conflict-affected areas.

“Inyong gikumpleto kining whole-of-nation approach nga para sulbaron ang insurhensiya. Tungod sa inyong grupo, since organized man mo ug maayo man ang inyong management, ang mga proyekto sa gobyerno, dili siya mausik [You complete this whole-of-nation approach to end insurgency. Because of your group, since it is organized and well-managed, the projects of the government will not go to waste],” he said.

“Kun dunay association sama aning LSSIA, mas mudaghan ang inyong maipluwensya. Dili lang diri sa Violeta, kun dili katong mga barangay sa bukid, katong mga areas nga duna gyuy conflict [If there are more associations like LSSIA, they will be able to influence more. Not only here in Violeta, but also in barangays in hinterlands, and those in areas with conflict],” he added.

LSSIA is one of the recipients of projects aligned under Convergence Areas for Peace and Development (CAPDev) program of the Regional Task Force to End Local Communist Armed Conflict 10 (RTF-ELCAC X).

According to National Irrigation Authority – Bukidnon Irrigation Management Office  (NIA-BIMO) Acting Division Manager Engr. Armando E. Arizala, the second district of Bukidnon has projects identified and funded by CAPDev. This include Communal Irrigation Systems (CIS) in the barangays of Bunakao, La Fortuna, and Sawag.

Meanwhile, 403rd Infantry (Peacemaker) Deputy Brigade commander Col. Jose Arn Real remarked that Region 10 exemplified the implementation of the CAPDev in focused areas, and reminded the farmers that the government is present and ready to pour assistance to them.

“Wag na tayong magpaloko sa kanila. Nandito ang gobyerno [We must not let them fool us anymore. The government is always here],” he said.
