Human rights plan to bring inclusive growth, social justice – PBBM
MANILA – President Ferdinand R. Marcos Jr. has expressed optimism that the 4th Philippine Human Rights Plan (PHRP4) would bring inclusive growth and social justice to the country.
The PHRP4 was officially launched at the Manila Marriott Hotel in Pasay City on Tuesday in observance of International Human Rights Day.
“The PHRP4 is crafted to transform the nation’s human rights landscape into a beacon of inclusive growth and social justice dedicated to improving the quality of life for all Filipinos,” Marcos said in his speech read by Executive Secretary Lucas Bersamin.
The President said the government’s commitment to protecting human lives, uplifting human dignity, and advancing people’s progress form the backbone of the national human rights plan.
The PHRP4 is a testament to his administration’s commitment to choosing principles, equity, and action, he said, adding that it is vital to realize the vision of giving Filipinos “a just, equitable, and inclusive future” under a “New Philippines.”
“In my State of the Nation Address in 2022, my vision for national development was clear. We will focus on employment and livelihood, food production efficiency, improved access to education and health care, economic growth, environmental and climate change mitigation, and peace and order,” Marcos said.
“These are all rooted in three fundamental objectives that inform what human rights is all about protecting human lives, uplifting human dignity, and advancing people’s progress.”
Marcos thanked the Presidential Human Rights Committee, government agencies, legislators, the Commission on Human Rights, and civil society groups for their “tireless work” in bringing the PHRP4 to fruition.
“As we embrace this new chapter in our nation's history, let us be guided by the hope and resolve that the PHRP4 embodies. Let us continue to build a just, equitable, and inclusive future for our beloved nation, especially under the banner of a Bagong Pilipinas, where every Filipino can achieve their greatest potential with dignity and freedom,” he said.
‘Decisive step’
Meanwhile, Bersamin reminded all stakeholders that “it is through our collective effort that we will build a more just, equitable, and dignified future for all Filipinos.”
“Today, as we launch the 4th Philippine Human Rights Plan, we are taking a decisive step towards protecting human rights and uplifting our people’s lives,” Bersamin said.
Commission on Human Rights Chairperson Richard Palpal-latoc said the PHRP4 would serve as a blueprint to improve the human rights landscape in the Philippines.
Palpal-latoc said the national action plan would enhance the promotion and protection of human rights in the country, as it intends to address key human rights issues and incorporate diverse perspectives.
"We, at the Commission on Human Rights, look forward to strengthening our partnership with the State, civil society, and relevant stakeholders to ensure the PHRP4’s success in promoting, protecting, and upholding human rights," he said.
The PHRP4 serves as a guiding framework for promoting human rights encouraging cooperation and ensuring transparency domestically and internationally.
It establishes specific and targeted interventions in response to human rights issues and concerns.
Testament to upholding human dignity
In a separate statement, Presidential Peace Adviser Secretary Carlito Galvez Jr. said the PHRP4 is a testament to the Marcos administration’s steadfast commitment to upholding human dignity in a “free, democratic, and inclusive society.”
Galvez said the national action plan for 2024 to 2028 aims to ensure the continued protection and promotion of human rights in the country.
“As the agency tasked to oversee, coordinate, and integrate the implementation of the Comprehensive Philippine Peace Process, the OPAPRU (Office of the Presidential Adviser on Peace, Reconciliation and Unity) is committed to championing the rights of our country’s most vulnerable populations, including women, children, Indigenous Peoples, and the elderly, most especially in undeveloped, conflict-prone areas,” he said.
“Through OPAPRU’s various peacebuilding efforts that are anchored on human rights and the advancement of peace education, we aim to foster a culture that respects the rule of law, promotes social justice, and lays the groundwork for peace, development, and inclusivity to take root and flourish.”
Galvez also called for unity to build a society “where peace, human dignity, equality, and progress are enjoyed by all.” (PNA)
