ASEAN-Russia summit reinforced multi-sector cooperation – Marcos
MANILA – President Ferdinand R. Marcos Jr. on Friday said the Association of Southeast
Speaking to reporters before leaving Kazan, he said the commemorative summit provided a platform to review the partnership amid a complex global geopolitical climate, with discussions covering critical regional and international issues such as the South China Sea and the Middle East conflict.
“The summit marked the 35th anniversary of ASEAN-Russia relations and offered a timely opportunity for ASEAN Leaders and President Putin to take stock of our partnership and chart a course forward amidst an increasingly complex global environment,” Marcos said.
He noted that ASEAN and Russia discussed ways to enhance cooperation in key sectors that promote stability, resilience, and prosperity in Eurasia.
Marcos said the regional bloc and Moscow also sought closer collaboration to address security issues such as terrorism, transnational crime, cybercrime, and other non-traditional threats.
The summit, Marcos said, paved the way for the adoption of important documents that will shape future relations, including the Kazan Declaration 2026, the ASEAN-Russia Joint Statements on Cultural and Energy Cooperation, and the ASEAN-Russia Comprehensive Plan of Action 2026-2030.
“And during this summit, there was a lot of talk about multipolarity and the multipolar world that we now have to deal with, which may be a little bit more complex, but it also provides more opportunities than we had before. And that, I think, was one of the main results and findings that we arrived at during the summit,” he said.
“It was a recognition that the world has changed, that it's not the way the world is formed anymore. The traditional power structures and the traditional powers are no longer the powers that exist when, for example, the United Nations was formed right after the war,” he added.
Marcos said the Philippines is also “adjusting to the new reality,” along with other ASEAN member-states, going beyond the traditional way of forging alliance with partner countries.
“And very early on, I think you remember, I already said that the Philippines does no longer subscribes to a bipolar world where you have to choose one side over the other,” he said.
Doing a ‘good job’
In a video message on Friday, Presidential Communications Office (PCO) Acting Secretary Dave Gomez said Marcos did a “very good job” in performing his dual role as Philippine president and ASEAN chair during his working visit to Kazan.
Gomez emphasized the importance of Marcos’ participation in the ASEAN-Russia Commemorative Summit, noting the Chief Executive’s efforts to strengthen the regional bloc and the Philippines’ ties with Russia.
“Kailangan natin maintindihan na our President is wearing two hats sa pagpunta niya dito sa Russia. Una-una, yung hat as chair ng ASEAN ngayong 2026 at pangalawa, bilang Pangulo ng Republika ng Pilipinas (We need to understand that our President is wearing two hats during his visit here in Russia. First, the hat as ASEAN chair for 2026, and second, as President of the Republic of the Philippines),” Gomez said.
“So, dalawa yung papel na [ginagampanan] pala ng ating Pangulo dito (our President is actually performing two roles here). And so far, sa nakikita namin (from what we see) today, he's really doing a very good job for both roles,” he added.
Marcos and his delegation arrived at the Villamor Air Base in Pasay City at around 4:02 p.m. on Friday, the PCO said. (PNA)
