PASAY CITY — President Rodrigo Roa Duterte reaffirms
that he is comfortable to lower the age of criminal liability to
12-years-old, stressing that it was the original law before it got
amended.
“I’m comfortable with it. As long as they — above 12 below 16, ‘yung indeterminate sentence doon ang papasok lang, okay na ako,” the President noted.
“Ang sabi ko ibalik na lang ninyo sa dati. Sabi ko, but kung ayaw ninyo and you want other targeted ah — may trajectory kayo na iba, then it’s okay with me. Twelve okay na,” he added.
Regarding the ongoing debate, if lowering to nine-years-old would be too young to be held liable, the President stressed that the rationale behind it was to keep the parents of the children reliable, and that both parents and children would be conscious about criminal accountability at an early age.
“Ganung edad pa lang, inano, pukpukin na because they will be ultimately responsible. Sila ‘yung tatamaan eh,” he explained.
“Any violation of law ng bata ngayon at nagkulang ‘yung supervision
and vigilance ng parents, sila ang idedemanda,” he continued.
President Duterte also reacted about the unofficial tally of Bangsamoro Organic Law (BOL) saying that he is “very happy” with the initial result adding that it is a “step nearer to a peaceful Mindanao.”
He, however, did not disregard Sulu’s rejection of the BOL. The President then cited that the government will address the sentiments of the people in Western Mindanao, especially the Moro National Liberation Front and its leader Nur Misuari.
“We have to refocus again dito sa western side kasi si Misuari. Si Misuari must also have something there. Hindi naman pwede na sa isang ano lang eh,” he said.
“Sulu voted ‘no.’ So that’s something. So I have to take that into account, otherwise sabihin nila binalewala ‘yung ano nila damdamin nila,” he added.
The Chief Executive made such statements in an ambush interview with the media as he graced the Tricycle Operators and Drivers Association (TODA) Summit at Cuneta Astrodome.
During his remarks, he invited the TODA members to visit his office in Malacañan, suggesting them to pick at least 200 representatives from the association to discuss the problems about their livelihood.
“Magsabi ka lang 200, ganun representatives, I can accommodate you sa opisina ko…Usap tayo sa opisina then we can discuss it. Sabihin niyo kung ano ‘yung problema kasi it’s about livelihood,” he said.
The President also explained that he might not be able to entertain everyone in one sitting, but he will discuss their concerns with their respective barangay captains or mayors to address challenges the TODA members are encountering. ###PND
