Palace: Laws in place to penalize parents who inflict cruel punishment on children


Malacañang defended on Friday the decision of President Rodrigo Duterte to veto the bill that sought to prohibit corporal punishment on children as a form of discipline.

Duterte, in his veto message sent to Congress, said he believes that responsible parents can administer corporal punishment in a self-restrained manner.

While taking into consideration the growing trend in Western countries which perceive corporal punishment as an outdated mode of reprimanding children, Duterte said such practice is still an effective form of discipline that resulted in many children becoming law-abiding citizens.

The President warned the bill would allow government to extend its reach into the privacy of the family, “authorizing measures aimed at suppressing corporal punishment regardless of how carefully it is practiced.”

“We thus believe that the current legal framework as regards this matter is already in order for now,” presidential spokesperson Salvador Panelo said.

“As we value and respect the discretion of parents in raising their children, we remind them that despite the veto of the President, there are penal laws which can be used against them if they resort to abusive measures at their homes,” he said.

Senator Risa Hontiveros, a proponent of the bill, earlier said the proposed legislation sought to develop a comprehensive program to provide parents and those who exercise parental authority over children with adequate parenting tools and learning resources “in employing a positive and non-violent way of disciplining children.”

Hontiveros also said the bill respects the responsibilities, rights and duties of parents and other persons responsible for the child, and provides support and an enabling environment for parents to fulfill their parental responsibilities in a manner consistent with the evolving capacities of children. —LDF, GMA News
