IATF allows entry from Red List countries, releases new country risk classifications
Filipinos who will be coming from countries classified under the Red List shall now be allowed entry to the country and shall be subject to entry, quarantine, and testing protocols as determined by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), following the policy-making body’s decision to lift the travel ban for persons coming from or who have been to said countries, territories, and jurisdictions within the last 14 days, said Acting Presidential Spokesperson and Cabinet Secretary Karlo Nograles.
“Dahil nga po meron na po tayong cases ng Omicron at marami po tayong mga kababayan na nasa Red List countries na gusto nang umuwi at base sa dati nating protocols na kailangan po ng Bayanihan Flights para sila ay makauwi… nagkaroon po ng desisyon ang IATF na itong mga kababayan natin mula sa Red List countries ay payagan na nating umuwi, bumalik dito without the need for Bayanihan Flights,” said Secretary Nograles in a press briefing on January 14, 2022.
The Palace official and concurrent Co-Chair of the IATF, said proper measures were taken into consideration in the decision to allow travelers from Red List countries, such as strict quarantine and testing protocols, plus the updated entry requirement of a negative RT-PCR test result taken within 48 hours prior to boarding.
Secretary Nograles said that aside from presenting a negative RT-PCR test result taken within 48 hours prior to departure from country of origin, fully vaccinated individuals coming from Red List countries, territories, and jurisdictions shall undergo facility-based quarantine with an RT-PCR test to be taken on the seventh day, the date of arrival being the first day.
If the fully vaccinated traveler tests negative, the individual may be released from facility quarantine, and shall have to complete home quarantine up to the 14th day from date of arrival.
For unvaccinated, partially vaccinated, or whose vaccination status cannot be independently validated who will be coming from the Red List, aside from the negative RT-PCR test result taken within 48 hours prior to departure from origin country, they shall also undergo facility-based quarantine upon arrival in the country and undergo RT-PCR testing on the seventh day from their date of arrival.
Regardless of a negative RT-PCR test result, the unvaccinated, partially vaccinated, or those whose vaccination status cannot be independently validated coming from the Red List, can only be discharged after completion of a strict 10-day facility-based quarantine, said Nograles. They shall also be asked to observe home quarantine until the 14th day from their date of arrival, added Sec. Nograles.
“Samantala, itong negative pre-departure RT-PCR test taken 72 hours prior to departure, which was our previous protocol, shall be honored until January 19, 2022, 12:01AM,” Nograles said.
The IATF also approved the latest country risk classification for January 16 to 31, 2022.
The following countries, territories, or jurisdictions shall be under the Red List for the said period: Antigua and Barbuda, Aruba, Canada, Curacao, French Guiana, Iceland, Malta, Mayotte, Mozambique, Puerto Rico, Saudi Arabia, Somalia, Spain, and US Virgin Islands.
Meanwhile, under the Green List are the following: Bangladesh, Benin, Bhutan, British Virgin Islands, China (Mainland), Cote d’Ivoire (Ivory Coast), Djibouti, Equatorial Guinea, Falkland Islands (Malvinas), The Gambia, Ghana, Guinea, Hong Kong (Chinese Special Administrative Region), India, Indonesia, Japan, Kosovo, Kyrgyzstan, Montserrat, Morocco, Niger, Oman, Pakistan, Paraguay, Saba (Special Municipality of the Kingdom of the Netherlands), Saint Barthelemy, Senegal, Sierra Leone, Sint Eustatius, Taiwan, Timor-Leste (East Timor), and Uganda.
All other countries, territories, and jurisdictions not mentioned above are under the Yellow List.
For the latest Alert Level classifications for January 16 to 31, 2022, the IATF placed the following areas under Alert Level 3: Baguio City, Ifugao, and Mountain Province in the Cordillera Administrative Region; Dagupan City and Ilocos Sur in Region 1; City of Santiago and Cagayan in Region 2; Angeles City, Aurora, Bataan, Bulacan, Olongapo City, Pampanga, and Zambales in Region 3; Rizal, Batangas, Cavite, Laguna, and Lucena City in Region 4-A; Marinduque and Romblon in Region 4-B; Camarines Norte, Catanduanes, Naga City, and Sorsogon in Region 5; Iloilo City, Iloilo, Negros Occidental, and Guimaras in Region 6; Lapu-Lapu City, Bohol, Cebu, and Negros Oriental in Region 7; Ormoc City, Biliran, Eastern Samar, Leyte, Northern Samar, Southern Leyte, and Western Samar in Region 8; City of Isabela, Zamboanga City, and Zamboanga del Sur in Region 9; Bukidnon, Iligan City, Misamis Occidental, and Misamis Oriental in Region 10; Davao del Sur and Davao del Norte in Region 11; General Santos City and South Cotabato in Region 12; Surigao del Sur and Agusan del Norte in Caraga; and Lanao del Sur in the Bangsamoro Autonomous Region in Muslim Mindanao.
The National Capital Region will remain under Alert Level 3, while the following shall be under Alert Level 2: Apayao, Batanes, Palawan, Puerto Princesa City, Masbate, Siquijor, Zamboanga del Norte, Zamboanga Sibugay, Camiguin, Lanao del Norte, Davao de Oro, Davao Occidental, Davao Oriental, North Cotabato, Sarangani, Sultan Kudarat, Dinagat Islands, Surigao del Norte, Basilan, Maguindanao, Sulu, and Tawi-Tawi.
The IATF last Wednesday, January 12, 2022, elevated Benguet, Kalinga and Abra in the Cordillera Administrative Region; La Union, Ilocos Norte and Pangasinan in Region 1; Nueva Vizcaya, Isabela and Quirino in Region 2; Nueva Ecija and Tarlac in Region 3; Quezon Province in Region 4-A; Occidental Mindoro and Oriental Mindoro in Region 4-B; and Camarines Sur and Albay in Region 5 in Luzon; Bacolod City, Aklan, Capiz and Antique in Region 6; Cebu City and Mandaue City in Region 7; and Tacloban City in Region 8 in the Visayas; Cagayan de Oro City in Region 10; Davao City in Region 11; Butuan City and Agusan del Sur in CARAGA; and Cotabato City in BARMM in Mindanao under Alert Level 3 effective today, January 14, 2022 until January 31, 2022. ### OPS
