DHSUD: PBBM wants to build a diverse, progressive community for the underprivileged

The Pambansang Pabahay Para sa Pilipino (4PH) Program under the Marcos administration is more than just building houses; it is about creating a multi-faceted and progressive community for the poor, the Department of Human Settlements and Urban Development (DHSUD) said on Friday.

“Kasi iyong pinapagawa po ng ating Presidente, hindi lang po basta building. Talagang ito po ay talagang community, township – may eskuwelahan sa baba, mayroong health center, may livelihood center at may swimming pool at may playground,” DHSUD Secretary Jose Rizalino Acuzar said in a Malacañang Insider interview.

“Kung ano po ang ini-enjoy ng mga may pera, mai-enjoy din po ng ating mahihirap kasi po iyon ang utos ng ating Presidente na bigyan sila ng magandang kapaligiran at magandang amenities,” he added.

Acuzar mentioned that this initiative is currently in progress, particularly in the cities of Pasay, Quezon, and Caloocan.

He added that they are also planning to pilot a project focused on urban redevelopment and the relocation of informal settlers.

“Gagawa na rin kami ng isang parang pilot project kung paano ia-address iyong mga slum area at paano sila tuturuang mamuhay doon sa in city, doon sa bagong building,” Acuzar said.

“Imagine ninyo kapag natanggal natin ang lahat ng slum areas sa Metro Manila, tingnan mo iyong itsura. Isip-isipin natin ha, kapag itong mga slum areas na ito ay ma-convert natin into a new development all over the place, tingnan mo ang itsura ng Pilipinas – gaganda ‘di ba,” he added.

With all the mentioned amenities, Acuzar then asked the public to “wait,” noting that the construction requires long-term commitment to achieve better results.

“Iyon pong mga naghihintay kamukha po noong mga nandito naghihintay sa pabahay ay kaunting pasensiya lang po. At least po nakita ninyo po iyong ating gobyerno nakatutok po lalo po ang ating Pangulo na mabigyan po kayo ng magandang pabahay,” Acuzar explained.

“Iyan po, nandiyan na po nasa tabi na natin at tumatayo na po, ang kailangan lang po maghintay kasi po building ito eh hindi puwedeng madaliin. Ang construction po nito ay two years and a half,” he said.

The DHSUD official also clarified that the housing is not “free,” considering that it is funded by the private sector.

“Ang mensahe namin, ito po ay hindi libre – malinaw po ito. Kasi po ang gamit nito ay private funds. Iyong private funds po kailangang bayaran,” he said.

“Ang ginawa po ng ating gobyerno, binigyan kayo ng access sa private funds para makabayad; binigyan kayo ng interest subsidy. By giving interest subsidy, nagkaroon kayo ng access sa bangko,” he added. PND
