Marcos orders fair probe into Senate shooting incident
National Bureau of Investigation (NBI) Director Melvin Matibag said Marcos convened top security and law enforcement officials Thursday morning for a briefing on the incident.
“Mayroon po kaming pagpupulong, nagkaroon po ng pag-uulat sa nangyari po kahapon (We had a meeting, we reported to the President the events of the shooting incident yesterday),” Matibag told reporters in a Palace briefing.
He said the President directed authorities to ensure that the investigation would establish accountability and determine the actual sequence of events.
“Siguraduhin na ang imbestigasyon ay makatotohanan at patas at lumabas kung sino talaga ang may pagkukulang at kung sino talaga ang may pananagutan (He ordered us to ensure that the investigation will be truthful and fair to find out who had lapses and who should be held responsible),” Matibag said.
The incident sparked confusion Wednesday evening after gunshots were heard inside the Senate premises during a lockdown triggered by reports involving dela Rosa, who is facing an ICC arrest warrant over alleged crimes against humanity linked to the Duterte administration’s anti-illegal drugs campaign.
In the same briefing, Palace Press Officer Claire Castro, citing information from the NBI and Philippine National Police (PNP), disclosed that Senate Sergeant-at-Arms and retired police major general Mao Aplasca allegedly fired the first warning shot after NBI agents identified themselves during operations near the Senate compound.
The Palace maintained that NBI agents “made no assault” and were merely responding to a request from the Government Service Insurance System (GSIS) to help secure its nearby premises.
Philippine National Police chief Gen. Jose Melencio Nartatez Jr. said investigators are still determining whether there was an actual exchange of gunfire or if the shots fired were only warning shots.
“Hindi natin masabi pa if there is an exchange of gunfire (We cannot for now say if there’s indeed an exchange of gunfire),” Nartatez said.
“Kapag sinabi mong exchange of gunfire, nagkatutukan at iyong bala ay directed towards you. So tinitingnan natin kung staged ba o nagkaputukan na magkasakitan (When you say exchange of gunfire, the gun and the trajectory of the bullet is aimed towards you. So, we're looking if it is staged or there’s intent to hurt someone),” he added.
Nartatez said the President did not impose a deadline but instructed authorities to mobilize all available resources to immediately resolve the incident amid competing narratives.
Marcos earlier denied that outside military, police or NBI forces stormed the Senate and assured the public that the government had no involvement in the unrest.
“Hindi po gobyerno ang gumawa nito (The government is not behind this),” the President said in a late night statement Wednesday. (PNA)
