DepEd lauds new law granting teaching method flexibility

In a statement, DepEd Secretary Sonny Angara welcomed the measure as it will open opportunities for new pedagogical approaches or strategies in teaching and learning.
“The updated provision broadly provides policy flexibility, allowing us to maintain instructional approaches that are grounded in classroom evidence and field experience,” he said.
Under the amended version, Section 5, paragraph (g) of RA 10533 was updated by removing the statutory reference to “spiral progression.”
Spiral progression refers to the method of revisiting concepts in subjects like Science and Mathematics across grade levels, but with increasing depth and complexity.
By removing the requirement, Science and Mathematics teachers are allowed to adopt mastery-based learning or alternative methods, ensuring that learners gain understanding in foundational concepts before advancing.
"This update is about maintaining the flexibility our curriculum experts and field officers need to address learning gaps. Our focus remains on stability in our schools and ensuring our teaching strategies directly improve learner outcomes," Angara said.
Any instructional delivery tweaks, however, will be subject to review, pedagogical evidence, and practical considerations, including teacher training and supply of textbooks.
Besides these, the overall curriculum will also be subjected to review at least once every five years.
To date, the DepEd is working on the guidelines or Implementing Rules and Regulations (IRR) to ensure its proper implementation nationwide.
Newly promoted educators
Angara, meanwhile, expressed his gratitude to thousands of educators in the Bicol region for their dedication and years of service in teaching young Filipinos.
This comes as the education chief led the oath-taking ceremony of 5,354 newly promoted and reclassified teachers and school heads at the Camarines Sur Freedom Sports Complex.
"On behalf of President BBM, we thank you for your years—and for many of you, decades of unwavering service to our learners and their families,” Angara said in a separate speech on Friday.
“Sigurado akong libo-libong kabataang Pilipino na ang inyong nabigyang-inspirasyon. Saludo kami sa inyong dedikasyon, sakripisyo, at walang sawang paglilingkod sa ating bayan (I am sure that you have given inspiration to thousands of Filipino learners. We honor your dedication, sacrifices, and unwavering service for our nation),” he added.
Under the Expanded Career Progression (ECP) System pursuant to Executive Order No. 174, s. 2022 and Department of Education Order No. 034, s. 2025, an intensified nationwide promotion and reclassification campaign is being advanced to ensure much-deserved appointments among qualified public school educators.
Angara said the DepEd has processed about 82,000 teacher promotions this year, with several thousand more expected to be completed next.
He said the ECP addresses the long-standing backlog in teacher promotions, noting that many educators had remained in Teacher I positions for years before seeking better opportunities abroad.
"Before the ECP, many teachers stayed as Teacher I for 10 years without promotion. Many accepted teaching jobs in Thailand, Cambodia, and Indonesia," he said.
Angara also said the department has strictly enforced the Anti-Bullying Act and the hiring of 10,000 School Counselor Associates (SCAs) to strengthen learner support in public schools.
He said the DepEd has been unable to fill many guidance counselor positions because of stringent qualification requirements despite having available funding.
Under a new law, the SCAs, who have backgrounds in psychology, counseling or behavioral science, will help identify learners needing guidance, provide counseling support, and coordinate with parents when necessary.
"Sometimes, the problem is not in school but at home," he said.
Angara also led the ceremonial turnover of lapel microphones to the educators. The distribution forms part of the DepEd’s immediate teacher support measures aimed at reducing vocal strain during daily instruction.
He also clarified that the lapels distributed to teachers were funded through the Office of the President as assistance from President Ferdinand R. Marcos Jr.
He said the initiative was prompted by reports that some teachers lose their voices after teaching for more than six hours a day, while others have developed throat-related illnesses.
"The devices will help teachers avoid losing their voices so they can continue teaching effectively and still communicate with their children and families when they return home," he said.
He also said the department's proposed 2027 budget, twice this year's allocation, would support record-high teacher promotions, classroom construction, tutorials for 45,900 public schools nationwide, and the school feeding program.
The initiative fulfills President Marcos’ SONA directives to prioritize teacher health and welfare while providing modern teaching tools.

News school buildings
Besides the mass oath-taking of public school educators, Angara also led the inauguration of three new facilities with 48 classrooms at the Marcial O. Rañola Memorial School (MORMS).
The delivery of the three school buildings seeks to address the three-shift class arrangement in the said school, benefitting 6,977 Junior and Senior High School learners.
This means all Grades 7 to 12 learners can attend classes using regular and full-day class hours.
Before the turnover, the MORMS is implementing morning, afternoon, and regular shift schedules for the growing school population.
Angara emphasized that the Marcos administration's priority is to improve education infrastructure through active collaboration with various agencies and local government.
“Through our partnerships with [local government units], provincial governments, and the private sector, we will continue to provide more conducive and appropriate learning spaces for our learners,” he said.
Meanwhile, 3rd District Rep. Adrian Salceda congratulated the MORMS administration, teachers, and students on the additional classrooms, which he said were made possible through the support of the DepEd leadership.
“Every new classroom that we open is an investment not only in our children but also in the community here in the 3rd District,” Salceda said.
Salceda also cited House Resolution 470, which he filed to clarify requirements for unsolicited private partnerships and facilitate the implementation of classroom projects.
Assistant Schools Division Superintendent Bernie Despabiladero said the project was funded under the 2024 Basic Education Facilities Fund (BEFF), with a total project cost of PHP150 million.
“Now with these 48 classrooms, this would really give a very big help. Through these classrooms, the three shifts will now become just one shift,” she said.
She expressed gratitude to the DepEd Central Office and Secretary Angara for addressing MORMS’ needs, saying the project is a good example of collaboration between national government agencies and local government units.
She also acknowledged Ako Bicol Rep. Alfredo Garbin Jr. for their efforts in helping realize the project.
For her part, MORMS Principal Alicia Lim thanked President Marcos for the implementation of the 2024 BEFF project, saying the additional classrooms would greatly benefit the entire school community.
She also thanked the President for providing the school with a Toyota Innova mobile vehicle.
“We humbly accept these 48 classrooms with a profound sense of responsibility. We would take good care of these facilities,” Lim said.
Lim expressed hope that the school would receive additional classrooms in the future to further reduce class sizes and provide more conducive learning spaces for students. (PNA)
