DBM wants to limit unprogrammed funding to just 3% of budget
MANILA, Philippines — Acting Budget Secretary Rolando Toledo is pushing to further trim the share of unprogrammed appropriations (UA) in the 2027 national budget to ramp up the “cleaning” of public funds.
Speaking on the sidelines of an event, Toledo said he wanted to cap UAs at 3 percent of the total budget, lower than the 5-percent ceiling earlier proposed by former Budget Secretary Amenah Pangandaman.
“As much as possible, it’s still going to be low because that is one of the issues that was raised—not only in the budget preparation, but also in the deliberation in the legislative process,” Toledo said.
“I can go lower by 3 percent, not just 5 percent. But that is still for discussion with Congress,” he added.
UAs have long been contentious, particularly after the eruption of the flood control corruption scandal that triggered calls for stricter oversight in budget planning and execution.
Under the 2026 national budget, the UA stands at P150.9 billion, significantly reduced from the nearly P250 billion initially proposed by the Department of Budget and Management (DBM). This marks the lowest UA level since 2019 and accounts for just 2.2 percent of the P6.793-trillion budget for the year.
Toledo earlier said in a statement that the President’s decision to slash a huge chunk of UAs was intended to “clean” the budget and ensure a “more disciplined, transparent and careful approach to managing public funds.”
Disbursements
In a separate development, the latest data from the DBM showed that P4.251 trillion, or 62.6 percent, of the 2026 national budget has already been disbursed, leaving about P2.542 trillion yet to be released.
Asked about the pace of releases, Toledo said the government aims to accelerate disbursements to support spending and help the economy recover from last year’s slowdown.
“Understandably, although we were just five days late in the budget approval, we issued the budget execution guidelines. We only released the comprehensive operational requirements of the agencies,” he said, explaining that the DBM is still receiving requests for additional funding from various departments. IN
