Palace urges LGUs to prioritize poorest families in aid distribution

MANILA – Malacañang on Thursday urged local government units (LGUs) to ensure that government assistance reaches the poorest and most vulnerable families, as a new survey showed rising involuntary hunger and self-rated poverty among Filipino households.

Palace Press Officer Claire Castro said local officials should prioritize those who genuinely need assistance, including beneficiaries of rice distribution programs supported by the national government through the Local Government Support Fund.

“Ang request lang natin sa mga LGUs kung maaari ang benepisyaryo ay iyong talagang deserving na mabigyan ng ganito klaseng tulong, iyong nasa laylayan talaga ng lipunan (Our request to LGUs is to ensure that beneficiaries are those who truly deserve this assistance, particularly those belonging to the poorest sectors of society),” Castro said in a Palace briefing.

Casto said the government wants to identify areas where hunger persists, particularly communities that may not have been reached by existing social protection and food assistance programs.

She cited the Department of Social Welfare and Development’s Walang Gutom Program, which has assisted nearly 600,000 food-poor households, and the Walang Gutom Kitchen, which has served 302,561 hot meals to 219,304 individuals.

Other government interventions include the Department of Education’s school-based feeding, milk-feeding and home-grown school-feeding programs; the Pantawid Pamilyang Pilipino Program (4Ps); the Department of Labor and Employment’s Tulong Panghanapbuhay sa Ating

Disadvantaged/Displaced Workers (TUPAD); and the Assistance to Individuals in Crisis Situation (AICS).

Castro said 176,278 new families were enrolled in 4Ps in 2026, while another 493,000 families had been identified for validation and registration.

The school-based feeding program has a PHP26-billion budget covering 180 school days, she added.

Asked about additional measures amid continued pressure from oil prices and the threat of El Niño, Castro said the Department of Agriculture has assured the government that supplies of rice, chicken and pork remained sufficient.

The latest Social Weather Stations survey found an increase in involuntary hunger and self-rated poverty in September, prompting questions about the reach of existing government assistance.
