PBBM says cultural shift needed to combat corruption
MANILA – President Ferdinand R. Marcos Jr. has underscored the need for a cultural shift to eradicate corruption in the country.
Speaking at 24th Forbes Global CEO Conference in Singapore on Thursday, Marcos acknowledged the “corrosive effect and influence” of corruption, saying it “has always reared its ugly head at every level.”
“When people say, ‘Why do you think this is so prevalent?’ And I think colonialism has something to do with it. When you are a second-class citizen for 300 plus years, you find ways to get around the law because you cannot succeed if you just follow the law. Now, we have to change that,” Marcos said.
“It is really changing the culture of the way people say that this operates. What was acceptable behavior before, we have to put into people’s minds, into people’s thinking that this is no longer acceptable. This cannot be done. This does not help.”
Marcos’ statement came when asked about the investigation into anomalous flood control projects.
He said corruption exists not just in government but “in all sectors of society.”
He added that a “determined, criminal mind” would look for ways and new approaches to steal money.
“That’s why we have tried to initiate a change. It’s not just the systems although that’s part of it,” Marcos said.
Marcos said corruption, which continues to plague the government, should not be accepted as the norm.
He said that while anti-corruption laws are in place, people’s mindsets must also change.
“When you look through it, the laws are there. It’s just a question of changing that way people think. And that is (a) much, much harder problem than just changing the actual systems that you do,” he said.
Marcos, however, said pushing for a cultural change is “not an easy job.”
