Solon wants Ombudsman to take over as ICI ‘has done its job’
MANILA – Deputy Speaker Ronaldo Puno of Antipolo City on Friday said the Independent
Citing the constitutional role of the Ombudsman as the country’s primary watchdog, Puno said he personally believes the Ombudsman should now take the lead to avoid confusion arising from parallel probes.
“Ako personal ko ha, tingin ko oo (Personally, I think yes),” Puno said in a press conference when asked if the ICI has already done its part.
He noted that past controversies had clouded the credibility of the Ombudsman, but said “the situation is different today.”
“Dati kasi Ombudsman natin pinaghinalaan kung anu-ano tapos may controversial na mga decision gaya na huwag buksan ‘yung mga SALN (Statement of Assets and Liabilities) (The past Ombudsman was doubted and has issued controversial decisions, like limiting access to the statements of assets and liabilities of officials),” he said.
“Yung ating Ombudsman ngayon, sa tingin ko ang credibility mataas (I think the credibility of our present Ombudsman is high),” Puno added, referring to Ombudsman Jesus Crispin Remulla.
The Deputy Speaker warned that allowing multiple bodies to investigate the same issue could muddle the issue and weaken public confidence in the outcome.
“Samantalang sa ating Saligang Batas iisa lang namang tinuturong tagapagbantay sa ganiyang klaseng problema at ‘yun ang Ombudsman (Under the Constitution, there is only one body tasked to act on such problems, and that is the Ombudsman),” he said.
He added that since the ICI has already completed its investigation, the process should now move forward through the constitutional channel.
He pointed out that the ICI, being a presidential agency, is primarily focused on the Executive branch.
For Puno, clarity and accountability are best served by having a single responsible authority.
He also expressed full confidence in Ombudsman Remulla, saying the official enjoys public support and has shown firmness in office.
“Kasi kami, siyempre, buo ang tiwala namin kay Ombudsman Remulla. Nakita natin, matapang ‘yung tao, talagang hindi ‘yung umaatras ’yan. So, tingin ko po, bayaan na natin doon muna (We fully trust Ombudsman Remulla. We can see that he is fearless, he does not back down. I think let’s let it stay there, for now),” he said. (PNA)
